Delhi Pollution Control Committee Introduces New SOP for Environmental Compensation on Construction Projects Date: September 4, 2025 Source: India Advocacy | Environmental Compliance & Governance News

The Delhi Pollution Control Committee (DPCC) has rolled out a new Standard Operating Procedure (SOP) aimed at tightening enforcement of environmental regulations in construction and demolition projects across the capital. The SOP provides clear guidelines for calculating and imposing environmental compensation (EC) on violators, ensuring greater accountability and faster resolution of cases.

The updated framework sets out a graded penalty system based on the size, duration, and severity of violations, such as improper dust management, debris dumping, and non-compliance with air pollution control norms. Authorities stated that this SOP will help streamline monitoring, reduce delays in penalty assessment, and encourage builders to adopt eco-friendly practices proactively.

Under the new norms, construction project owners will be required to submit compliance reports digitally, enabling DPCC to track adherence in real time. The committee has also introduced a transparent mechanism for reviewing appeals against penalties, a step aimed at reducing litigation and ensuring fair implementation.

Environmental experts have welcomed the move, noting that Delhi continues to battle poor air quality, particularly during the winter months. Construction dust has been a major contributor to PM2.5 levels, and stricter oversight is seen as a crucial measure to curb emissions.

Builders and contractors, however, have expressed concerns about the financial implications of repeated fines, urging authorities to provide guidance and capacity-building workshops to help the industry transition smoothly to sustainable practices.
